Now the only thing I cannot find is what happens if both boats call for "room to tack" and "room to avoid" at exactly the same time....... The must be a case somewhere on it !
Take a look at RRS 19.2, which says (in part) "When rule 19.1 applies, rule 18 does not". In this case, the boats have to tack.
