18.12.12 ISAF shall have the right to approve and/or appoint the Race Officer(s) and/or Course
Representatives when deemed necessary for the following events otherwise not covered
by the Regulations above:
ISAF World Sailing Rankings graded Events;
World Championships of non-Olympic ISAF Classes, when agreed with the ISAF


Mike is correct. An IRO is not required. "Reserving the right to appoint" is not the same as "required."

However, an International Jury is required at a Worlds. PU is the Canadian on that Jury, and since he is an IRO, too - he will act as a course consultant.
