In my experience, new or rare boats are not even allowed to race without providing an officially (ISAF recognized) measurement certificate at registration.

New or rare must be intepreted here as not belonging to a well established class in which other boats have been measured many times before and the class has been found capable enough in maintaining consistancy of specs. Such classes would be Hobie 16 and such.

I have witnessed personally that boats have been measured at the last moment in the main tent before entering the Round. This is however strongly discouraged by the Texel organisation. It is very much demanded that the boats are measured by officially certified measurers BEFORE the start of the Texel week. And an organisation like Nacra Europe knows this prefectly well.

The Texel committe aggrigates all this data and always publish these en masse typically 3 to 4 weeks after the event. When required to also do other updates at other times during the year.
