Way, way, way off topic but this is how my mind works.....

For years, I've been hearing that one of the main reasons for seatbelt and helmet laws is that " we end up paying for these people when they get into accidents and don't have insurance, so we HAVE to make them wear seatbelts to keep our costs down when they go into the emergency room with brain injuries and need care but can't pay for it."

So, does that mean, if we have mandatory insurance for everyone we don't need the seatbelt laws anymore?
