When you get off the interstates is when the state laws come into play. Not sure if it's the feds or states (or some combination) that make the rules, but they are enforced by state officials (not feds). Tandem trailers are most definitely not allowed in all states, on or off the interstate.

It's sort of a moot point. If tandems are only allowed on the interstate, how would you get to the beach?
