Tim, <br>The only thing that I can think of causing this problem is the upper swivle not operating properly. <br>I've found that if it doesn't run freely possibly the forestay is a little too lose and the swivel needs to be lubricated with some silicon spray. <br>I've found the swivle works best when the forestay is tight. <br>So tighten the forestay, lubricate the swivle with silicon spray and see what happens. <br> <br>Hope I've understood the problem. This is the best I can come up with. <br> <br>If this doesn't fix the problem I'd be Interested to hear what is the final solution. <br>Phill <br><br>
