Mike, I don't know how things are in Florida, but out here in the west, people have to pay for access. There is a fee to get into state parks. There is a fee to get into national parks. There is a fee to get into the city managed park/reservoir where I do most of my sailing.

Access to Yellowstone was free at one time.

I'm not saying you shouldn't try to keep things as nice as possible for boaters in Florida, and I'm not saying the way it is is how it should be, but precedents have been set around the country and it's going to make it more difficult to argue that the general public should pay for facilities used only by boaters.
