IBM built the entire system, Gates (et al)only created the operating system (DOS = DUMB operating system)
Gates was brilliant and lucky that IBM went along with it, and they (MS) kept the licensing rights.... and leased it to IBM


And IBM subsequently got out of the pc business all together.
