The Reason I ask is a stiletto 23' is actually 6" shorter than an ARC 22 on the waterline, LOA is 23', would the S23 be allowed to compete in Steeplechase, Miami-Key Largo, Etc.?

There have been Stiletto 23s in the Miami-Key Largo race before so I dont think there would be an issue with that.

I seriously doubt anyone knows how long the waterline length is, on any racing cat!

Variable. Depends on how far you've stuffed the bow.
