2) Allow a line & cleat to tension the rig downwind.
3) While racing, both rudders must remain down.
Comments:
1) I think this keeps in line with the Hobie Class. 2) Very common on uni rigs cats to keep the rig from bouncing around downwind and between races. 3) EZ-Lock rudder system ( new system ) is much harder to steer with one rudder up and I believe unsafe at time. Keeping the rudders down eliminates the disparity between systems and keeps it simple. Part of this has already been addressed with the tiller extension.
Tom, I think each of these should be a separate issue, with perhaps a short missive on the reasoning behind it. I agree with all of these.

Rig tension is a good idea..... YES
Rudder up or down, I have seen people go from the EZ lock on a newer boat and put the other pintles on their boat so they can use the old style rudders for this very reason. Probably doesnt make much difference, but I would say (NO) to the rudder issue.

I think it should be written so as to follow what the HCA number is. Right now that number is 120# If you can get HCA to move the number, then the IWCA should follow. I think Tom will rewrite it in that context. Keep in mind that this is an IWCA issue and you need to be a current IWCA member to vote. The vote will be at the annual meeting at the Nationals. Proxies are permitted.

Unregistered | FYI: I spoke with a respected person in the HCA regarding the Wave min. weight (I prefer not to name his name only to keep him out of a debate he probably doesnt want to be in) but trust me on the respect part, and this is what he had to say:
Interesting question. I’m sure there was a similar issue with the H14 back in the day as to how to keep the bigger guys sailing the boat without giving the lighter sailors an advantage. I almost think 150 would be too light, more like 165 or 170 would be a more realistic average weight nowadays.
For the kids I’m leaning toward the position that there shouldn’t be a minimum weight. Typically a bigger kid will be older and should have more sailing experience so being heavy will counter the experience of a younger lighter beginner sailor. I also think that for a kid to have to add weight to their boat takes some of the fun out experience.
These are just some initial thoughts on the topic without putting too much time into it and I’m sure my position could be swayed with a convincing argument.
Interesting point of view, but I agree with the thought that the min. weight should be much higher than it is now.
