In my neck of the woods, I have to hammer my way into a harbor that tends to dump out in an outgoing tide. I look down, see the bow wake, check out the trusty GPS to see it's showing double goose eggs.
When this happens, I put the bows down (bear off 15 degrees) and power up the rig as much as available. This does 2 thing. First, obviously allows the boat to approach the tide with more umph. Second, (in my backyard anyways)gets me out of the center of the tidal rush. From there short tack (as little as possible)along the coast with board down.
If this doesn't work, I raise the "Beers for a tow" flag.
