The words "Carbon" and "keeping costs down" are rarely used in the same sentence.
In some locales, Alu tube is VERY expensive; I know of one example where it has been cheaper to build beams out of Carbon instead of buying Alu tume over the counter.
F16 ruleset allows for flexibility.
