The only requirement for redress given is that it be as fair an arrangement as possible for all boats. Beyond that, it is limited only by the imagination of the protest committee. It could be any of the above, or something else entirely - whatever PC thinks is fair. It would be nice to know what redress was actually given.

That is a very good argument - the boats' relative positions affects their tactics. This is why the USS Judges' Manual recommends against including all future scores in redress. In a major event such as this, you'd typically see average-score redress exclude at least the last day (or last round) of competition.
