Culling the population is the "only" solution? It's not, really. There are tons of talked about options including things to counteract the atmospheric aspects that are contributing to the issue...but they may have unintended consequences so most of those are last ditch efforts should the situation become dire. We probably can still do some stuff to minimize the extent of the damage - but many big businesses are pumping cash into the political system to keep that from affecting their interests.
